But given what they have done in the past, for example with AZKI, she's under INNK and not part of a specific generation. The video has to deal with IRyS's lore, she's part of Project Hope, and the video hints at the other members alongside IRyS, the other concepts.
We also know that they are funding IRyS differently than the other VTubers for example in HoloMyth, including making this exact video detailing the lore of IRyS and the creation of the other concepts. They would not be doing this for a standard wave of Hololive EN talents.
As to why they'd debut IRyS first and wait for the others, who knows. Maybe they had only intended for one in the beginning, but decided since many applied to the VSinger role they could make something out of it, but wanted IRyS to be a litmus test to figure out challenges before the others released because having a Singer-centric group is new ground for HoloEN.
