Like, Moona and AzKi are equally good by all metrics but are very different voices, suited for very different kinds of music. So with those 'tops' is basically like comparing a country singer with a soprano. So you need to have categories because we are talking about different singers, fitting different labels.
As a musician Cali is obviously number 1 in Hololive, she is accomplished, she makes her own music, and is not afraid to experiment and go out of her comfort zone. But the best voice? That's complicated, and it really depends on the music as everyone has their strengths and weaknesses. Marine for example is the best for city pop and old school anime music. But I don't think she will do great outside of that sound. Mumei really surprised me with her rock karaoke's, her voice is very suited for that kind of music, and comparing her early karaoke with current went, she really evolved a lot. Bae has a very strong voice, and is very versatile, and I think she is severely overlooked in those discussions. Kobo is also missing from this discussion weirdly enough despise her capabilities and universal appeal. I am not fully sold on Nerissa yet, because she is too focused on her voice, and doesn't have her own sound yet.
Suisei is indeed by far the best singer, because she is insanely versatile, and at this point I am yet to see a genre or sound where she is weak - pop, jazz/blues, rock, idol music - she can do anything, and she is still evolving. Risu is up there too, unfortunately her position in ID, just like with Moona, are limiting her opportunities and the chance for her to establish herself as a singer. Add to that her lack of ambition, and there you have it.
Towa has a nice and distinct voice, but she is nerfed a lot live, as she tries to hit way above her weight, and probably didn't find a fit trainer to help her evolve.
Irys and Azki are tied, as both have very marketable voices, with great technique and versatility, but mainly suited for Japanese pop.
Kanata is also very good from what I've seen, but I never got much into her music, so my knowledge is limited.
Watame is another one with marketable voice, and very good technique, and experience, as she seem to know very well where her strengths and limits are.
As for Gura... personally, Gura is my favorite voice in Hololive. Her voice is just magic. Each time I put on her karaoke music, it just give me joy no matter how stressful or under the weather I am. Is also very gentle and doesn't exhaust me as other music does. Is crazy, is like she can inject charisma through her own voice.
