enemy gang members you antagonize usually are game in general - I just knifed two of the Italain guy's henchmen near Saint Denis market without anyone raising a fuss and I also shot Lemoyne and Driscolls dead in the street
also, if you have high honor it's usually best to give into the police, the fine you pay off is actually lower than the bounty, also if the police didn't directly witness a crime and there's no direct eyewitness for you, having high honor usually will let you defuse and leave if you stumble on cops on your way away from the crime scene
