No. Every time people say "they already have everyone they need" and every gen has someone who's great at something and instead of "destroying the family feel" of Hololive they add to it. People compare it with Nijisanji without understanding that Hololive isn't the same thing, it doesn't work that way, they treat new arrivals differently.
It is true that Cover needs to focus on managing existing talents but if that is the reason why they won't hire more people it's just cutting corners as Cover usually does. I guess they really want give Nijisanji an opportunity to hire more talented aspiring vtubers, good for them for giving their competitor a helping hand after their newest batch was so successful.
