Idealy an artist will only take on projects they plan on sticking with, or give severe discounts for one off work that doesn't require future commitments.
After all, future commitments are the lifeblood of vtubing. Otherwise a chuba will have different artstyles for different outfits...which isn't necessarily a bad thing.
