And even when they make a new IP when they joined, they make no effort to pretend that they are someone else.
This is different from Holo or Niji who basically takes literal who out into the spotlight. Thus they basically has to take higher risk and investment to raise them to get a return.
Even those in Holo or Niji with clear PL doesn't even give a slight hint of their past in their stream.
Instead of one having full control of one another, I think the correct solution is to have Joint rights or perhaps entitlements to certain percentage of profits from using their persona in official company projects. Basically one is not allowed to profit from the IP without the others also profiting from it. It will incentivize hard work from the talent to promote themselves and perhaps a way to earn some revenue after they retire by using her IP for another project like merch, games, manga, anime, etc.
