Because the culture is rotten and toxic and because the remaining EN live-streamers are damaged goods at best, the content is mediocre, boring. This includes their over-hyped 3D livestream and 3D concert "events". As a result Holo collabs and recaps regularly pull in more views than Kurosanji event streams.
Even with the low-budget 3D, Kurosanji could make some headway by providing good content from talented streamers - which is hard to do when the talented streamers have graduated or been terminated under dubious circumstances.
