thats a very interesting post OP but lets not forget that Elira Pendora of Nijisanji bullied one of her coworkers into a suicide attempt and then did not apologize for her actions not did she promise to better herself, instead, she blamed the victim of her bullying that Selen "deserved" to be bullied because she was working too hard and management couldn't keep up with Selens creativity and activities.

I know you're pretending to be retarded but anyone with eyes can see they announced all of them as proto and then prioritized the popular members. The unpopular EN's and JP's are left for last which is how members like Mel got graduated before hers happened. They don't want to flood the market all at once, it's not about actually needing more time to make them. They just cash in on the big stuff first.
