I know someone like Roha tends to split the primary streaming language between the two but not everyone does. Anecdotally, for someone like Hada there's a significantly higher number of Korean comments than English comments on Twitch but time of day also factors into that with night KST streams taking place towards the end of EU working hours and morning US hours compared to something like the upcoming stream which is early KST/AST but early-ish night US. It's worth pointing out that some JPs and the ENs use Twitch sometimes as well.
Twitcast is its own thing, primarily intended for audio and with a default of limited archiving streams. The atmosphere is usually a lot more casual, there's no need for them to make sure the lighting and how they have the phone mounted for tracking is right so they can stream wherever.
