Coco was for Gen 4, but her ambition was in an entirely different direction from what Cover wanted to go for. Watame and Kanata are pretty ambitious in terms of music at least.
There's also Botan who's pretty good at holding tourist attracting events.
But for regular streaming, yeah.. there's a big dearth.
Then again, even Pegor and Migo weren't perfect day 1. They struggled through a lot of shyness and other issues before coming into their own brand of humor after a year or two.
So who knows, some of the existing talents may be able to come into their own after some time.
Maybe Laplus will finally get her shit together.
Maybe Raden can grow into a different version of Marine, at least in zatsu terms.
Maybe Koyo can succeed PekoMiko after getting a bit more attention from outside from events etc.
But Azki proves that 5 years is not really a "set target" either. It's more like 15 or 20 years, at least as much as their long term health allows them. With Holo allowing luxurious breaks when required, none of the existing talents have any reason to leave purely due to workload or health issues.
Hell, just look at all the post-2020 graduations -

Rushia, well she was an explosion and a half, and in hindsight it's a good thing she was kicked out when she was.
Mel was the "dumbest girl she knew" according to Matsuri, and she was courting outsiders for a few months before the incident, which would have simply sent more warnings to the other holos to not get involved with streamers outside of Holo.
So...
There's been ONE holo who left the company after not wanting to follow the idol path, but pretty much every single other talent want to stay. For as long as they can.
I think that means that the current crop of talents will still be around even 20 years from now.
