>>775452You're proving my point anon. The legal system doesn't see a need to punish people beyond the social punishment they already get. Housing and feeding someone in a jail for years is pointless when the charges alone is a death sentence for their career.
I'm just pointing out that it's different from the American system where prison is largely a for-profit system propped up by politicians trying to look "tough on crime" with harsh jail sentences for minor crimes. In Japan being charged with a crime is a serious enough black mark on your life because public trust in the criminal justice system is very high. Being unnecessarily strict or harsh on criminals to pander to voters is unnecessary.
That's not to say their prison system is good, it's pretty cruel once you're actually in the system. They just are much more willing to make people take plea deals because prosecutors are more interested in having a 99.9% conviction rate than being tough on crime with harsh sentences.
