Riggers usually don't change art pieces outside of further separation. The hands in the model are from her original outfit, but it's unsure if they were drawn all the way underneath the clothing. So either they were like that from the original illustrator, or the new illustrator had to fill in the gaps. Also, this character sheet isn't the model itself, it's just a design for the outfit. It is likely that some parts from this sheet were reused or traced for the model, but it's common practice to maintain whatever original art you can (like the hands, face, body) for consistency. You can tell the difference between the way the original illustrator drew the hands vs how the new illustrator drew the hands by looking at her microphone toggle (and this reference sheet).
