More realistically I would think it's a result of a hole/gap somewhere in the process. If someone on staff has to go over all the gifts and then go mail them off when finished, well mailing out a ton of shit at once is a huge pain in the ass, I would know from times I've sold a bunch of stuff online that it is a serious factor and you always think "pfft this will take 20 minutes" and it takes 2 hours.
If there were giant piles of shit someone had to go verify isn't a bomb or GPS tracker and mail it all out to the livers, every week, nonstop... maybe someone realized "wait a minute, there's no accountability for the process here, they trust me to take care of it all... nobody is checking shipping receipts... so if I just do nothing and nobody was looking for them, I don't have to go waste hours packing and shipping them all out every week." and I bet the follow-up thought was "they don't fucking pay me enough to be a mailman and security guard on top of the other shit I'm saddled with."
Another idea would be someone said they needed X dollars weekly to ship Y gifts out and just kept embezzled the money and sat on the gifts because again, you could perhaps get away with this if there isn't a soul out there asking for tracking numbers going out to the livers to make sure you're actually doing your job. Of which it's super easy to imagine this is exactly what happens at nijiEN on its shoestring budget and being a sidebranch apparently pretty disconnected from Japan HQ.
