They can read English at a serviceable level but they'll never speak it because they know enough to realize they sound fucking retarded (See: Sora, Roboco, Miko, Suisei, Fubuki, Aki, Koorone, Okayu, Pekora, Flare, Noel, Marine, Kanata, Watame, Towa, Nene, Polka, and Koyori)
Additionally, there are JPs that KNOW English already but never speak it because of the aforementioned accents / pronunciation problems like Haachama, Subaru, Towa, Lui, Chloe, Kanade, and Ririka.
The JPs are far more self-conscious than people realize.
