Simply by being part of hololive, if they were hypothetically on their own, then they would never have done as well or had a fraction of the same success. This is a simple fact that nobody can deny without resorting to wishful thinking and retconning reality. Even ex-Niji talents are by far more popular now than they ever would have been prior to joining Nijisanji, to the point that they're sadly always defined by being ex-Niji talents, and not just talents in their own right.
So, is Shiori a failure? Absolutely not, she's having such huge success, the kind of success she could never have dreamed of before in a clearly hypothetical past.
