A few years ago some fleshtubers had their channels get in trouble over drama, but it wasn't the channel owners doing it but rabid fans.
That would have been fine but YouTube started messing with creator channels over it. It isn't because the creators give a shit, it's because they're worried about YouTube being retarded.
That said it was years ago and its a waste of text. YouTube isn't going to give a shit about your rules when it comes to perceived harassment.

That rule depends on each vtuber, not everyone enforces it unless they want to avoid some drama and another reason is they also say it's ok if they are the ones mentioning some vtuber first.
