When she first began her ascent, per the manga, we see her create a Catbox (an entire infinite multiverse) fairly casually. This is well before she became a Territory Lord.
We're told and shown numerous times that Territory Lord Witches are multiversal and that the gameboards/territories they govern are of similar scope. Up to EP3, the majority of Umineko is taking place within Beato's Catbox which us a higher domain relative to the human world and she (and any other Witch) perceives the events and characters within as being game pieces, with her appearance in the game itself more or less an avatar she constructs.
Then we have the Voyagers, who are to Territory Lords what they are to the random pieces of furniture in their domains. A single Voyager, Lambdadelta, regularly throws around candy with the force of Big Bangs inside and at one point forcefeeds them to fellow Voyager Bernkastel/gets fed one herself. They do not harm either Voyager. From their perspective, the Catboxes of lesser Witches are toys to play with and their greater selves from the Sea of Fragments perceive the Fragments that contain scores upon scores of infinite multiverses upon infinite multiverses as little crystals they can easily destroy. These Fragments themselves, if not the entire Sea, are contained within a single Book in the City of Books, if not less than that: barely a page.
When they fight in the City of Books near the end of the series, they completely devastate several books and bookshelves with their attacks, sending them into oblivion and naturally putting them well beyond infinite multiversal at this point. This is their version of playing around.
Beyond them the Great Witches of the Senate are even more powerful, being the supreme governing body of all witches and being as far beyond Voyagers as Voyagers are beyond everything else. Featherine Augustus Aurora is one such Senate member and arguably the greatest of them as a Creator. Theoretically, all Great Witches could ascend to Creator status but only two have been explicitly said to have pulled it off.
