For any non-drama-laden company, I would see this as commendable. But this is Nijisanji, it's too blatantly obvious they're doing this as a PR move. Especially considering they're only trying to correct this now, over a year after the defective plushies first came out.
And I guarantee you they're going to count these replacements as "units sold/moved" in their merch count charts. "Look, we sold 1000 Elira plushies! *500 are defect replacements".
