Some days, the cutoff for the top 20 is like 25k, which most vtubers can't get with regular streams. Nijis had strong numbers in July too between the new debuts and Koshien streams, but I wouldn't go as far as to say they dominated when Hololive had one of it's best months too. I don't have the Niji numbers on hand, but in August so far, I don't think anyone but Kuzuha has gotten over 40k playing Powerpro. Most of Niji's big numbers in August are all Kuzuha actually IIRC. There was the soccer tournament a few days ago, but that was <40k for all 3 POVs.
