It's literally because non JP viewers are getting tossed out of the live view count at a much higher rate than JP views.
This started happening back in December and can be seen in the live view count graphs.
This is what a graph for EN used to look like before December.

https://holo.poi.cat/stream/VhM4FoxqdZ8As you can see, there are these weird spikes on the graph at a regular interval. To contrast, the JP members don't usually have graphs that look like that unless they're doing something that has a lot of non JP viewers.

Contrast those to Shigure Ui who is the least likely to have a lot of non JP views.
https://holo.poi.cat/stream/lyJ5HA8tCj4https://holo.poi.cat/stream/3IQXGauYpJkhttps://holo.poi.cat/stream/T1r8mafGwVoThe only recent Shigure Ui stream that displays the weird spikes is one where she was way below her usual live viewership playing fallguys on a team that included Pikamee.
https://holo.poi.cat/stream/Qwdf4URzv-UIn summary, while those graphs won't tell us how many live views are missing they do give good insight into which streams/streamers are losing a lot of their live views and shows that live views outside of Japan are more likely to not count.
