So if Vtubing shows up late, the remaining talent pool that might try Vtubing is ass, so that region's Vtubers are ass. By contrast, if streaming kicks off at the same time as Vtubing, a ton of the people talented enough to succeed will start as Vtubers, so you'll have a ton of good Vtubers, who then inspire more good Vtubers, etc, etc.
