It was Kobo's personal decision to stream on bilibili. It may have been proposed by Cover, we don't actually know who brought up the idea (that in itself is also a problem, lack of transparency is awful for delicate matter like this). Either way Kobo decided to stream and Cover was fine with it. They are both guilty. Trying to pretend as if she's innocent is retarded.
