Yes. It should be like this:
1. You get bullied by coworkers.
2. You report them to management/HR
3. They get scolded and the bulling stops.

If you report and management doesn't do anything, it is their fault. If you dont report at all it is YOUR fault.

The bullying in question was being told to not break the rules. Until proven otherwise the rest is speculation. Not that being told not to break the rules can't be embarrassing and cause stress as part of fearing the consequences. Many people are "bullied" by exams and jump infront of trains every year.
