Initially, NijiEN and HoloEN had pretty much the same distribution of talent amongst themselves. Some good ones, some bad ones, some in the middle.
The same can be said for the smaller EN corpos, although the standard is lower, since it's admittedly harder for a tiny startup to attract top tier personalities. But all of those startups initially had roughly the same distribution of talent.
Over time, things changed. NijiEN lost their best talent, and started systematically hiring people who were a bad fit. The contributed to a huge decline in the quality of NijiEN talents, while HoloEN remained rather consistent.
With the smaller EN corpos, the transfer of talent was more straightforward. The mismanaged corpos went bust, and Phase Connect hired all their best talents, like a vampire. So now Phase Connect basically consists of a concentration of all the best talents from the small corpo sphere.
Based on the choices the corpos have made, the distribution of talent changes.
But honestly you can't say "you're so lucky to have a Gura", when you had Pomu. Just like Cyberlive can't say "you're so lucky to have Pippa" when they had Lumi. It's not that you had worse talents, you just had worse management.
