That's a good question, but I'd say it boils down to one major factor: boredom. Not that people are necessarily bored with their oshi's, but when nothing is going on with them, people stay here out of habit and end up either arguing with people who are also bored and looking for fun, or starting trouble because nothing is on.
I think if (you) only browse /vt/ when your oshi is streaming, and leave when she's done, your experience will improve dramatically.
