What I think COULD happen is that a new gen has talents that are supposed to fill the hole of certain demographics.
Still Holos but they also speak each one a different language apart from English so instead of throwing a large wave into borderline niche territories, said jurisdictions or demographics get ONE Holo for themselves.
I could be severely wrong but sounds more feasible than a HoloES gen. Also less possible losses in-case something goes awry.
