Hololive doesn't care specifically about all your hasbeen oshis. They're interesting in diamonds in the rough, people who lots of talent that they think they can help grow into huge talents. When you're an ex-corpo you've already been worked by a corpo and reached your true potential. In short, most of them aren't Hololive material, because you can improve anyone but they have a limit. That's why they always focus on indies and those that have very limited small corpo experience. Everything they already achieved was on their own merits, and that's the kind of person that Hololive was made for. It's also why you will never see any of your ex NijiEN oshis debut in Hololive.

Oh give me a break. All of HoloEN's most popular members were also popular before getting hired. Fuwamoco might be the only exception.
Make no mistake, HoloEn didn't get popular by "turning indies into stars" it got popular because it hired good talents. And surprise surprise, most of those people had strong careers already

Gawr Gura -- Had over 1 million subs before joining HoloEN. Huge fanbase built in.
Ina -- Was a multi-millionaire already, and professional artist with a stellar career. Didn't even need the job.
Fauna -- One of the top ASMR vtubers on twitch with a strong dedicated audience.
Mumei -- Over 1 million subs on youtube.
Fuwamoco -- Pretty much the only popular HoloEN member who was actually a "diamond in the rough" type. And that's because they only streamed like a month before getting scouted by Holo.

The "nobodies" that HoloEN chose to hire have actually been pretty lackluster, carried by the others.

What we observe in HoloEN is the people who were successful already are the ones carrying everyone, and the people who were unknowns before joining are actually not doing so hot. In fact in some cases they're weighing everyone down like sandbags.

I agree that's a silly suggestion, but the sentiment is correct. Nijisanji is still a big company that gets a good amount of eyes on it and if you fail to make an impact and differentiate yourself when given that kind of leg up by another company, why would Cover think things would be any different if you were given a SECOND once in a lifetime opportunity?
There is respect between Cover and Anycolor and anyone who thinks that Cover is going to look favorably at any of the talents that were involved in the appalling failure that is Nijisanji EN then you've got another thing coming. If your competitor goes out of business in part because of its shitty employees would you turn around and give those employees a job? Fuck no.

Nijisanji gets some eyes on it, but it doesn't help them reach their true potential. And hell, sometimes even just having eyes isn't enough. Look at Finana, look at Aia, look at Twisty. If you're able to go to from a low-3view to 2k+ in a company like Nijisanji, imagine what you can do under a company that actually helps their talents.
