It's definitely possible to get perms for western songs - after all, the Country Roads cover exists.
They just need to negotiate for them, and Cover's insular ESL staff are unsurprisingly incompetent at that.
I wouldn't be surprised if their inept asses blundered so badly and maybe overpaid the Country Roads perms that they decided against ever trying again.
Maybe the US subsidiary can help here with staff that can actually navigate western perms, but it wouldn't be its primary purpose.
