They're most accepted in the vtuber space because its assumed that each one has a legal aged actress behind them , and a little bit less in gacha games whose success is built on selling character designs specifically, but anime and especially console games are trying to distance themselves from loli characters.
Modern anime always has to put some kind of trap or gender bender spin on "loli" to publish it, with shows like Onimai or Dainanouji, but you never see just a normal loli anime anymore. Lolis can still be side characters, but you never see anything like Eromanga sensei anymore, and I still feel like I find a new ecelev every couple months who has a Sagiri figure in their collection.
Console games are much worse off. I think the last original, popular JRPG that had a loli party member was Dragon Quest XI in 2017. Or I guess Kuro no Kiseki if you count Feri, but despite being young doesnt really have loli proportions. That one is really odd because just a few games ago, their popularity polls were dominated by loli characters who were all redesigned to be older, and have lost popularity as a result.
All this to say, lolis are more popular than ever, but are still clearly being held back by specific individuals or groups with authrority over these spaces, despite their popilarity.
