You need to know how iq is calculated
You take a test. Your test scores matter little until a lot of people take the test.
But once many people have taken the test, we find out the mean and standard deviation.
Then, we calculate your z score (normalised score) by:
z score = (score - mean) / stdev
z score is essentially how many standard deviations above/below the mean you are.
Then iq is calculated by:
IQ = 100 + 15 * z score
So, the iq of 100 is the mean, and each standard deviation spans 15 points.
In a normalised distribution of score, 68% lie within 1 stdev above and below (iq = 85 to 115) and 95% lie withing 2 (70 to 130). It goes to 99.8 at 3, (55 to 145)
Getting an iq of 37 is just as impressive as an iq of 163. More than 4 standard deviations above, or below.
Most normal distributions don't even go to 4.
