The general public seems to still believe the "talent" shit matters when the harsh and cold reality is that the only thing that matters now is numbers. When Cover first started, sure, they hired nobodies and took chances. This is not the case anymore. They might hire people because they wanna try some specific gimmick, but otherwise numbers are their one and true king.
Cover themselves should make it abundantly clear on their audition page that only people with a certain amount of subscriber/viewer count threshold will be allowed to audition. It would make their own jobs much easier even if it sounds harsh to the general public and the nobodies that still dream of being picked.
