Are you good at drawing or modeling and do you think you might be able to make your own model, if not, how much are you willing to spent for someone else to make your model?
Any prior experience to making content, like livestreaming, video editing or singing covers?
Let's assume you're a complete beginner, then just take it easy first. No need to buy expensive equipment like an audio interface, expensive mic and the most high quality webcam. Just start with a USB mic that's not potato quality and webcam decent enough for something like facerig. Maybe v-tubing will end up being too overwhelming or just not what you imagined, so that's why it's good to not spend a lot of money on something you're not even sure you will like. You can always upgrade later if things to end up going well.
There is free software for making a 3D avatars called Vroid studio. It's a good way to make a decent looking model cheap and quickly. Blender might be very time consuming to master and live2D cubism costs a lot of money.
As for animation software, facerig and Vtube studio seem like the most popular ones since they have live2D models. The latter one requires a smartphone. VSeeFace and Wakaru are free but I don't how decent those two are.
Don't stay a pre-debut for too long. Just start streaming and improve yourself as you gain more experience. If you are really serious about becoming a v-tuber than you might even start with just a scribble drawn in ms paint for your avatar. Don't wait too long, wondering what's the best thing to do, just start somewhere.
