It's not enough to just get the equipment, making good use of VR and body tracking is a skill, you're gonna have a bunch of small problems you have to work out, and also something that takes a long time to become comfortable with to be an actual entertainer with.
Also filians tracking isn't amazing, but she isn't worried about the presentation being perfect, she has a bunch of physical jokes that make use of the scuffedness and tracker manipulation.

Just looking at it, I don't really think they're that far behind. I think Cover just suffers from inexperienced camera scene operators/lighting specialists, and the fact that most holos don't or can't particularly do extensive choreography in the first place.
This is why I laugh when people say holos hire skinwalkers to dance for them. There's a massive difference between how holos dance and how an actual professional dancer moves. You can almost immediately tell how large the range of expression is.
