As it's merely speculation for both owning and selling her image rights, it makes sense to believe the former over the latter due to Cover's approach to content creation among its talents (e.g. Polka and her orisong, Okayu and Marine talking about projects, or Ina talking about Violet and Meconopsis) and Suisei's personality. Suisei joined in an unusual way as an established entity already, and she's been incredibly vocal about how proud she is for building herself up from nothing, so unless you genuinely believe that Suisei did a complete 180 and opted to toss her pride into the trash back when Hololive wasn't anywhere close to the popularity it is now, it's easier to believe that she is a unique case of someone owning their own image rights while under Cover.
