Good, positive attitude. I want to see her excited and engaged. Even if she's having a rough time or a down day, her goal is to feel better, not drag everyone else down. She shouldn't treat her streams like a chore, and making things weird with chat is a definite no.
Funny. Even if a chuuba has the previous two things, I have a hard time forcing myself to watch someone who just drones on and on without even trying to make a joke, or witty observation, or interact with the content in a funny fashion. Even if they're not funny jokes, if she can keep me on my toes, it's still engaging. But I need to see some effort.
As for the negatives: Not a skank. This alone will cut out like, 80% of vtubers. Talking about boobs or making a funny poop joke every once in a while is fine, but when it stops being a joke, that's when I'm like, "Nah, not for me." Thankfully, this one is usually really easy to figure out. Skanks are not stealthy.
No actual flirting with chat. Goofing around is fine, but any GFE should be basically the unintentional sort, not the real and cultivated kind. I don't want to feel like some crazy hobag is trying to manipulate me. Definitely not a fan.
