They'd also have to pick someone to replace Elira. Kotoka is on hiatus and/or suspension, Meloco's accent is way too heavy (and she's too busy getting the few remaining Niji EN fans used to the idea of the soon-to-be-ex-EN livers streaming almost exclusively in Nihongo), Petra is too busy sadposting on her PL and/or prepping to leave to want to take part in this business deal, and none of the other girls live in Japan.
Finana is physically in Japan right now, but she's only visiting for 2 weeks or so for company business and won't be there long enough to record a bunch of voice lines for the business deal, in addition to whatever other company business she already has going on.
