First, that's not what gap moe means. Gap moe is moe born from acting "out of character", like a cool girl acting surprisingly cute.
What you're looking is character mismatch. Gigi and Bijou are not character mismatch, you're crazy. If you want a mismatch in Justice, that would probably be Cecilia.

It's not "out of character" It's just something that goes against what you expect.
The gap between what you expect and the reality. Tsunderes entire popularity is entirely due to gap moe. A common example is a loli whose able to lift a truck.
"Character mismatch" is actually straight up what gap moe is- as long as that mismatch makes her cuter.
