You have weapons/skills for flavor purposes, like a soldier's sword or a mook's whip. Whether they are 'good' or not is by chance, they are there more to hold the world together.
Then you have things which are good for mook clearing, you have things good for PvP with confusing or complex movesets, and then you have you have things good for 1v1.
So there is no expectation that everything is balanced equally. It's not the goal of the game design. Of course naturally some tools will be 'better' than others, sometimes to a significant degree.
