Since the picture is only Pekora and Marine, I'll only talk about them.
Pekora is the face of 3rd gen in the sense that she's the most recognizable and popular of them, but Marine is undoubtedly the leader and spokesperson.
I think the important thing to keep in mind is that Pekora and Marine are very different people. Marine is an extrovert, extremely social, has an easy time communicating with people and collabing. Pekora is the opposite...until she's in a collab that is. Once Pekora is actually in a collab she'll let loose and has quite a strong presence in collabs. It's just getting her to actually collab that is the problem. Although I'd say she's been trying very hard to break out of her shell a bit more, little by little, as she's done a lot of collabs lately, at least by Pekora standards. She deserves praise for that.
Beyond that, 3rd gen has never given me the vibe that they really care about who the face or leader of their gen is. They treat each other as equals and none of them has ever acted like they're better or above the others in any capacity. There's a harmony to them and bond between them that I've yet to see in any of the other gens. That and as

They are, by far, the best and most balanced gen in all of Hololive.
