The first official generation is Foob's HoloJP gen 1, and this "gen 0" consists of members who has unique background from the rest of new members (Sora being the founder, Robocco being the 1st new debut under Hololive, Miko being an abandoned solo project, and the defunct INNK members). You don't see people saying "Oh it's Sora from Holo gen 0" because those 5 members are promoted as their own image, and the concept of "gen 0" was formed (I forgot who formed but maybe it was Miko) so that they can feel less "solo"-ish instead of having the "Holo solo member" title
So yes there won't be any new gen 0 member because there is no such thing as "new gen 0 member" other than the current 5 solo member (and yes technically IRyS can be seen as EN's "gen 0" member but she joined and formed Promise now so not that it mattered)
