To go hard like Miko or Pekora, neither of which were huge names when they started, you have to stream eeevery fucking day pretty much and Aki goes in short bursts followed by a week or two break. Imagine if any HoloEN was like that. People just would stop expecting you to be around, so would stop scheduling time to see you.
There are a few Holos where people absolutely love the design/personality/voice which can overcome even real shitty streaming habits (namely Ayame) but Aki's design was never ubiquitously loved. Her personality is also fairly vanilla too but I'd say the design and content choices somehow made her just not a compelling argument to watch. Aki is I think, a jack of all trades, master of none scenario where she isn't particularly awful but she does get outcompeted at almost everything she does - cute but not as cute as somene like Aqua, hot but not as hot as someone like Noel or Marine, calm but not in the same vein as Lamy or Watame, etc- the only thing that would really rope you to her beyond those other pulls is if you were a big ARK fan.
Beyond that it's a momentum thing - she was NEVER a big name in Holo, never one of the pillars even when she had almost no competition to deal with. She never started snowballing like her peers did, maybe even back then, her attributes just couldn't hold a candle and she already wasn't compelling - not as cute as Fubuki, not as sexy as Mel, not as ranchy as Matsuri or chill as Sora etc.
