The problem with both of these statements is that they're noncommittal. He should be screaming, telling her he loves her, throwing caution to the wind since this is the closest he'll likely get to Gura. But no, he's irony poisoned, so even when he shouts he has to make it a half-effort, because deep down he doesn't believe the extent of his adoration for the shark truly exists. Thus it manifests as a mere whimper, we interpret him as only saying those things for the sake of the clip and not being true expressions.
