She actively found both a good weapon and a solid ash of war to rely on, but also suffers a little bit from AoW addiction, using it at times when a normal swing would be better. A lot of the other members got addicted to Rivers of Blood, the Moon spell, or Moonveil, which are all wildly overrated and not nearly as good as casuals think they are, whilst Pekora figured out a big fookin' sword with lots of stance damage combined with an ash of war that knocks a lot of opponents on their ass (Giant's Hunt) is the better way to go.
By contrast, players like Aqua fell into a lot of beginner's traps or wound up in areas underleveled, but did pretty well given the circumstances.
Pekora basically deserves the title for best approach, best understanding of the game mechanics and best "strategy" hands down, but best player probably goes to someone else since we have trouble measuring Pekora's accomplishments aside from that, given that yes, her skillset she was using was way better than the competition. We've basically proven that if allowed to choose whatever's available, Pekora is the best judge of a build's quality, but we have no way of proving which holomem would do best if they were all stuck with the same build.
