Doki has admitted to gaming the algorithm. She is one of the few vtubers who have been open about using YT shorts as a means to get more eyes because of their algorithm power. But even with that, there's very few chuubas who use it this way. I cannot name a vtuber off the top of my head to consistently commission artists for unique animations for YT shorts. She may, in fact, be the only one who is doing it and the fact an indie is the biggest chuuba doing it speaks ill of the awareness every corpotuber has. Hologra is the immediate closest parallel but even then it isn't quite the same.

The fact Doki's shorts include artist memes says everything about her background. She started as a 1view artist so she looks after her own.

I chewed out one of my animation teachers for charging $35/hr as his base rate instead of the $50+/hr he should've been charging. For a 40 hour week at $50 an hour, you're looking at $2k for about a minute or so of animation from a single person. At $25/hr, that's $1k. And animators always work longer than their quoted hours, and they regularly miss deadlines. Anything less than a grand a week per project isn't worth it, and you'd be better off working at McDonald's. Animation is cool but it's a time/money sink.

Also going to add that pixel and emote animators are trash people that also try to spread a narrative that animation should be cheap. They can animate a small 4 frame loop of one object/character in one pose in a day, and they think they have a clue.
Getting real animation costs either tremendous amounts of money from the commissioner and/or health and lifespan from the animator.

On the topic of expenses, it's also worth mentioning that corpos want to minimize unnecessary expenses. The big corpos get by without it so they won't put money into it unless they know they can get worthwhile returns on it. But precisely since Doki is an indie, it holds significantly more impact. People wouldn't really care if the big corpo had a bunch of animations. But an indie? Different story.
