Right now they each have their own identity, roughly Hololive is "the place that fulfills dreams", Phase is "the place where you can be yourself", and that's fine if people want and accept that
But if you market yourself as "sad girl company" or "mental ill company" then naturally you're not going to become an inspirational brand and you're not going to draw wider appeal, you're going to appeal to the sizeable niche of internet users who are anti-establishment, 4chan-adjacent, likes drama, prefers edgy content and freedom to have react content, etc
It's not a bad thing to have a status as the go-to brand for a specific niche, but envisioning yourself as the next Hololive is just a bit delusional imo and doesn't account for any of the reasons (cultural, not incidental as in covid-19) that explain why Hololive has the success it does now
