They collaborate constantly and share a huge chunk of their viewerbase. The "war" between the two companies is purely among people who treat vtubing as a console war and have never watched a single stream of the opposing group. Nijisanji being a black company is not an outlier in the JP vtuber scene either. Black companies are all over that scene. Wactor, Re:Act, Prism, Kawaii, .LIVE, Brave, 774, they're all fucking black companies and Japanese viewers just don't care and support their oshi over the brand.
Hololive is partially an outlier but largely only because of their huge number of diehard fans. Other companies don't have shills all over the internet that will damage control shit like Mel's firing by twisting it to attack another company's talent. They had an actual scandal of a talent using the company to hide her marriage status so she could continue deceiving her fans and management apparently threatened Mafumafu's management over this to keep it private. They used China as an excuse to ostracize an employee and blocked her from interacting with coworkers because she might taint them. Shit like that is not "normal" in the rest of the world but Japanese corporations are all insane to the point those acts are considered very minor yabs in the grand scheme of things.
That is all to say, Holo and Niji are very much intertwined culturally and financially. Their stock prices even follow eachother and Cover's stock declines every time Niji has a scandal and vice versa.
