Even if Zen had collabed with a unique, unkown person every single day this year that still would not be a drop in the bucket compared to just how many vtubers there are with a vast majority of them being relatively unknown.

Not everybody can convince a bigger talent to join them, anon, because those companies want to control you, your content, own the IP they'll give you so you can't leave with it, and so forth. You're missing a very big component of this discussion: VShojo can do the big hire, Hololive can't. Finding Bijou isn't the standard, it is simply how they must acquire talent, because those are the only people willing to forgo everything they've worked hard for to build to get on the level of people who did it themselves. I'm still shocked they got one particular person to shirk their PL, but they weren't huge before either.

It's less to do with their actions and more their attitude. Like you said this has never been a secret, if they owned up to it and were upfront about only bringing proven talent under their umbrella that would be totally fine.
