It other words they hit a ceiling with attracting new fans. And they know Niji doesn't have that problem, because Niji fans have the tendency of being fans of the streamers, not the agency. Most may watch Kuzuha, and have no fucking clue who the rest of Nijisanji members are, unless they are close friends with Kuzuha. For smaller talents, there are fans who watch them, but don't care about Nijisanji or may not even know what Niji is. So Nijisanji has been better at bringing in new fans. And Cover wants that too.
As for the concerts - they are expensive, and take a lot of work to prepare and time to prepare - months of preparations. Cover doesn't have the resources nor staff to do it for everyone. They may be able to deal with 4 concerts a year, but not more than that.
