Vei's first L2D was rigged by keffiy, which clearly demonstrated he's capable of much better rigging than he does with his Holo models.
They also hired 2wintails, one of the most talented riggers period, to do an outfit for Roberu, which was very obviously not up to par for her usual work.
I don't think something like a tight deadline is enough to explain how far behind their rigs are. Though they have been getting better since Advent.
There are plenty of riggers out there who work pretty quick.
The only other disparity between Holo and indie is that Cover has that proprietary vtubing program.
