The sentiment is a gross oversimplification of the complexities of human motivation and social dynamics specifically intended to (as usual) demonize and dehumanize men.
What people need to understand is that the fundamental mindset at work isn't "Man want sex now! Give sex!" Instead, it's a question of goals and opportunity optimization. I don't think I'm wrong in saying that, generally speaking, a man will see a relationship with a woman as an opportunity, while a woman will see a relationship with a man as a risk. A woman will need a reason to advance the relationship, while a man will need a reason not to. So, when a man is introduced to a relationship with any woman, the immediate thought is "This girl likes me. But could she like me more?" From the beginning, he will pursue an ultimate goal, whether it's short-term sex or long-term permanence, unless there is a specific contradicting motivation available. It's just the reasonable thing to do. However, this mindset also brings them into direct conflict both with women and with other men (as we see here).
As with most social conflicts, there is no easy solution.
My recommendation is the "abandon society" option, since everyone you'll ever meet is either an enemy or a potential enemy. The only way to be safe is to never interact with anyone, ever. Thankfully, that option is more viable now than ever before.
